A key element in the Danish “Paradigm Shift” towards temporary protection has been the launch and effectuation of large scale cessations assessments, revoking the residence permit of refugees by ending the temporary protection.At this point, the residence permit of more than 700 refugees from primarily Somalia and Syria have been revoked. However, as Denmark has no formal deportation agreement with Somalia and rejects any diplomatic ties with Damascus, revoking of residence permit are not succeeded by actual deportations. Legal papers are withdrawn, but the refugees – now lacking the legal recognition as such and the social rights that follow – remain on Danish territory referred to deportation centers for an uncertain period of time.
Simultaneously the launch cessation assesments has created uncertainty and anxiety amongst other refugees in Denmark, making some leave Denmark while still holding valid protection. These two effects of the Paradigm Shift; actual and feared revoking of protection, creates a shadow-mobility out of Denmark to other European Countries.
This presentation explores methods, concepts and first results of a research-project tracking such mobility and – elaborating on DeGenovas (2013) concept – the legal creation of such stand-by-deportability: The grey area between cessation and deportation created by the paradigm shift and inhabited by refugees residing in deportation centers or embarking on re-flight routes, when fleeing forceful deportations from Denmark. How to analyze and conceptualize such paradox, that protection ceases to be offered, before returns are rendered acceptable?
