CircleBIM – A new Interreg NorthSea project to support Public Sector Innovation with BIM for a more circular construction sector

The project CircleBIM (Public Sector Innovation with BIM for a more circular construction sector) was approved by the Interreg NorthSea program. CircleBIM aims to innovate the use of BIM building information management in circular planning and construction processes.
Many cities and regions have ambitious goals to make public planning and construction (PPC) processes more circular. However, circular planning and construction processes often remain inefficient, and are difficult to upscale and replicate. Reasons for this inefficiency can be found in administrative action, planning and information management still taking place in sectorial silos. Furthermore, the public sector lacks data and know-how to steer efficient circular planning and construction processes.
CirclBIM meets these challenges by applying and improving the use of BIM building information management in circular planning and construction processes.
To this end CircleBIM establishes 6 Local Circular Construction Partnerships (LCCPs) as new innovation platforms to gather stakeholders along the planning and construction chain. Each Local Circular Construction Partnership will implement a circular planning and construction pilot project innovatively using BIM. The 6 Local Circular Construction Partnerships are located in Arvika (Sweden), Middelfart (Denmark), Hamburg (Germany), province of Overijssel (the Netherlands), Mechelen (Belgium) and Caen (France).
CircleBIM will collect and analyse experiences on circular planning and construction processes as well as of the use of BIM in its partner cities and regions, and good practices in the NorthSea region. Based on this analysis a common and transferable CircleBIM framework will be developed to enable the innovative use BIM in circular planning and construction processes. The CircleBIM framework will be used by the Local Partnerships in the project, and is designed to be applied beyond the project.
To foster the regional uptake and transnational transfer of the project results CircleBIM will develop regional action plans based on the learnings of the Local Circular Construction Partnerships. Additionally, a North-Sea wide awareness and implementation strategy will guarantee the transfer beyond the project partnership.
The partnership consists of 13 (sub-)partners: The partners responsible for the 6 LCCPs are HCU HafenCity University Hamburg (DE) which is also lead beneficiary, the intercommunal association IGEMO together with Embuild Vlaandern, an organization of the Flemish construction sector (both BE), the regional government Province of Overijssel with Welbions the housing corporation for two municipalities (both NL), BUILDERS school of civil engineering (FR), Middelfart Municipality (DK) and Arvika municipality with the construction consulting company Sustainacon Sweden AB (both SE). Møre and Romsdal County Council (NO) will share its experiences and learn from the LCCPs. The partners Buro de Haan, an IT construction advisory/architecture company, Saxion University of Applied Science (both NL) and University College of Northern Denmark (DK) are responsible for expertise on BIM and circular planning and construction and for supporting the innovation process in the partnership.
