    Abstract

    In this project the new Law initiative introducing Parenting Orders in Denmark is the basis of a critical explorative investigation. The question “ Which developmental tendencies in society make Parenting Orders possible, where punishment is introduced along with the help to vulnerable Families – and which perspectives can this apply to social and social pedagogical work?

    The answer to this question Ulrich Beck’s Risk Society and theory of individualization is introduced as well as Mitchell Dean´s theoretical concepts of Governmentality to capture the new forms and mentality of governance in modern society.
    In this theoretical framework a document analysis on the basis of the draft to the Danish law as well as the evaluation the English experiences with Parenting Orders is carried out. As well as a change in the Danish policy towards unemployed going form welfare to work fare is seen as the premonitory symptom that creates a new liberty of action where more punishing features are legalized towards vulnerable families.
    This development is if not made possible, then at least not contradicted by the scientific research carried out on order from The Danish Ministry of Social Affairs by The Danish National Institute of Social research. In analyzing three dominating research programmes a change in the basis of understanding the developments of social problems is discovered. From understanding social problems connected to more structural condition in society a shift is traced as the research in focusing on Children at risk and a concept of a so called Social inheritance disconnects the understanding of the origin of problem from society and connects it to the reaction and behaviour of the parents/family. These tendencies in the Danish research can also be seen as promoting social interventions on the individual. Last but not least two qualitative interviews with the first tender voices from practice are giving perspectives to the theoretical analysis.
    The investigation leads to an understanding, that the Risk Society and the new modes of governing the individual along with a fundamental change in the Danish welfare concept, not contradicted by current National Social Research can create liberty of action for introducing punishment in the treatment of the vulnerable families. This creates a new perspective for the role of the social pedagogue and the conditions for social work more generally.
