    Dialogue in the Municipality
    The aim of this thesis is to examine how the dialogic turn, as formulated by Louise Phillips (2011a, 2011B), can be registered in specific dialogic practices and how they are unfolded. Phillips states that dialog is a well-known discourse in society. Our interest is to investigate if and how the dialogue is utilized, articulated and practiced in a public organisation.

    From the research question: How is the discourse about dialogue, participation and empowerment articulated in the context of the “Dialogforum” in the school of X-købing? We examine the practice in a specific Danish municipality.

    The research question draws on the vocabulary and concepts presented by Phillips and to answer the research question, we have collected and analysed documents, interviews and observations, regarding “Dialogforum”.

    The theoretical framework used for analysing the empirical material are mainly Phillips and her presentations of Mikhail Bakhtin, Martin Buber and Michel Foucault (Phillips 2011b), since it provides adequate concepts to be able to analyse available discourses within the concept of “Dialogforum”.

    Our findings reveal the following themes of participation and empowerment: Administration, politics and communication. The theme of administration is comparable with the strategy from New Public Governance. This is particularly articulated within the interview with the municipal director and manager and less articulated in the meeting “Dialogforum”.

    Throughout the thesis, we show a contradiction within the aims of “Dialogforum” as a prospect for dialogue and “Dialogforum” as an instrument for a certain political and public agenda. Several voices are vocalized.
