Abstract
This lessons-learnt note explores the application of Developmental Evaluation (DE) in two youth
empowerment initiatives led by the NGOs Yellow World in Zimbabwe and DUNK in Ghana in collaboration
with partners in Denmark: Dreamtown and GAME. Responding to what was seen from the partners as
challenges with the traditional approach to M&E in the organisations, particularly its limited ability to
capture learning and change in complex environments—the project piloted DE as a more adaptive, learningorientated approach. Over six months, teams designed and tested DE processes using an action learning
methodology, including iterative feedback, lightweight data collection, and collaborative reflection.
