Abstract

A rural municipality in Denmark, Skive Municipality, decided in the summer of 2023 to participate in a transnational research project named “Speak Up”. Eight cities from six European countries were included. All participating cities experimented with models for citizen involvement and co-creation. Researchers from three academic institutions were also participating in the research project. The researchers were actively participating in the processes in the respective cities. In Denmark, researchers from VIA University College (hereafter VIA) were involved. The method, conducted, was action research, and the authors of this paper were participating observers of the co-creation that took place. In Skive, the co-creation focused on green transition in two villages. In different situations, the researchers followed the processes to delineate the issues that arose in the municipality's facilitation of the co-creation. Four situations were analyzed. This paper will demonstrate how the responsibility for facilitation took its changes during the processes depending on the value orders at play in each situation, things changed, but no one could trace time.
