Abstract
Being a refugee I Denmark in the encounter with the Danish Welfare system and benefits. Benefits has consciously been lowered for refugees, at a level placing refugees in the risk of economic poverty, more than non refugees.
This research seeks to take a closer look at discourses surrounding these refugees at risk of poverty. The research seeks to gain access to the construction of meaning that occurs in the written records, case filings, from caseworkers in a Danish Kommune. What form of discourse connections can be identifies in connections to these refugees in the case material? Can we identify discourses that identify the refugee as strangers, and what form does it take? Which strains of meaning and categorization comes along with being considered a stranger? Further connection to being poor, at risk of being poor. What system of meaning occurs when categorizations of stranger, interconnects with being poor, and constructions of what it means to be poor and interpretations of expressions of being poor in the casefiles.
This research, with focus on newly arrived refugees, is interested in shedding a light on the preconceived notions, categories and discourses that shape the realm of possible interpretation of meaning and actions. It seeks to enable street-level-bureaucrats, in their work with refugees, to reflect on categorization and assessment of meaning in the day to day encounters, both face-to-face and in forming social work assessments.
